In 2001 when the Bush administration began to make it's case to frame Saddam Hussein with Weapons of Mass Destruction it was an easy case for them to make. Saddam was a bad guy! He was a brutal dictator who had invaded one neighbor and used chemical weapons on two others. He violated numerous United Nations resolutions after the Gulf War, and he had restricted UN inspectors from entering his country. He was guilty of many horrible things, however he was not guilty of the central case Bush used to frame him and invade his country. That charge was that Saddam Hussein had an ongoing nuclear program and there was a threat of an Iraqi lead nuclear attack.
